Many countries yet to fully implement steps to prevent misuse of virtual assets, says FATF

The Financial Action Task Force (FATF), the global money laundering and terrorist financing watchdog, has found that many countries are yet to fully implement its requirements aimed at preventing misuse of virtual assets and virtual asset service providers (VASPs).

Virtual assets (crypto assets) refer to “any digital representation of value that can be digitally traded, transferred or used for payment”. The FATF plenary had in February 2023 agreed on a road map to strengthen the implementation of its standards on virtual assets and VASPs. Recently, it carried out a survey on the current levels of implementation and has now published a paper on the “Recommendation 15 by FATF Members and Jurisdictions with Materially Important VASP Activity”.

“Following a 12month process to collect and evaluate information, the FATF is publishing a table which sets out the status of implementation of Recommendation 15 by FATF members and other jurisdictions with the most materially important VASP activity. This table is based on the work of the FATF’s Virtual Assets Contact Group members as well as the extensive input by the FATF Global Network of FATF members and FATFStyle regional bodies,” it has said.

besides the virtual assets and VASP community.

The study, which involves 58 FATF and nonFATF jurisdictions, found that India has already conducted a risk assessment covering virtual assets and VASPs.

Although it has explicitly prohibited the use of virtual assets and VASPs, it is compliant on issues such as enactment of legislation/regulation requiring VASPs to be registered or licensed and application of Antimoney Laundering/ CounterTerrorism Financing measures.

India, a member country, has conducted a supervisory inspection or included VASPs in its current inspection plan; has taken enforcement action or other supervisory action against VASPs; and has passed or enacted the travel rule for VASPs. The FATF is yet to evaluate and rate India’s performance with respect to the revised standards on virtual assets and VASPs.

The countries which have explicitly prohibited the use of virtual assets and VASPs are China, Egypt and Saudi Arabia, while it is in progress in Seychelles and Indonesia.

“The table includes all FATF members plus 20 jurisdictions with materially important VASP activity. These jurisdictions were identified based on two criteria: trading volume and user base, based on opensource datasets from January to December 2022 and crosschecked against data from blockchain analytics companies,” said the FATF.

60 acres of forest affected by fire at BRT Tiger Reserve

Nearly 60 acres of forest were affected by a major fire, ostensibly triggered by some unidentified miscreants, at Biligiri Ranganathaswamy Temple (BRT) Tiger Reserve, in Chamarajanagar district of Karnataka on Saturday. The fire was first noticed around 9.30 a.m. Extreme heat and wind were fanning the flames, according to authorities. The fire was brought under control by evening. Authorities said the miscreants had lit the fire to the ridge line near a dam in the

Bylur wildlife range. A case has been registered under the Wildlife Protection Act 1972.

CLOSING CEREMONY – EX TIGER TRIUMPH 2024

The Closing Ceremony of the Bilateral Tri-Service Humanitarian Assistance and Disaster Relief (HADR) Amphibious Exercise between India and US, Tiger Triumph 2024 was held onboard USS Somerset on 30 Mar 2024. The exercise signifies the robust strategic partnership between the two countries and was aimed towards sharing best practices and Standard Operating Procedures in undertaking multinational HADR operations.

The Harbour Phase was conducted at Visakhapatnam from 18 – 25 Mar 24, which includeded pre-sail discussions, Subject Matter Expert Exchange, Sports engagements, ship boarding drills and cross deck visits. Personnel from both Navies celebrated the festival of Holi together on 25 Mar 24, as part of the cultural exchange programme showcasing the vibrant and vivid culture of India. The Sea phase was conducted from 26 to 30 Mar 24 and it included units of both countries undertaking maritime exercises at sea followed by landing of troops at Kakinada for setting up of a joint Command and Control Centre and a Joint Relief and Medical Camp for HADR operations. Cross Deck helicopter operations involving UH3H, CH53 and MH60R helicopters were also undertaken between ships of the Indian Navy and the US Navy off Kakinada and Visakhapatnam.

The participating units from the Indian Navy included a Landing Platform Dock, Landing Ship Tanks (Large) including their integral Landing Crafts and helicopters, Guided Missile Frigate and Long Range Maritime Reconnaissance Aircraft. The Indian Army was represented by one Infantry Battalion Group including mechanised forces and the Indian Air Force had deployed one medium lift aircraft, transport helicopter and the Rapid Action Medical Team (RAMT).

The US Task Force comprised of a US Navy Landing Platform Dock including its integral Landing Craft Air Cushions and helicopters, a Destroyer, maritime reconnaissance and medium lift aircraft, and also, US Marines.
