National Human Rights Commission
Vision & Mission
The National Human Rights Commission, India has been set up by an Act of Parliament under the Protection of Human Rights Act, 1993 for the protection and promotion of human rights. The functions of the Commission as stated in Section 12 of the Act and apart from enquiry into complaints of violation of human rights or negligence in the prevention of such violation by a public servant, the Commission also studies treaties and international instruments on human rights and make recommendations for their effective implementation to the Government.
The Commission is responsible for spreading of human rights awareness amongst the masses and encouraging the efforts of all stake holders in the field of human rights literacy not only at the national level but at international level too. NHRC is a unique institution because it is one of the few National Human Rights Institutes (NHRIs) in the world whose Chairperson is the former Chief Justice of the country. The world looks at NHRC of India as a role model in promoting and monitoring effective implementation of promotion and protection of human rights.
Section 2(1) (d) of the PHR Act defines Human Rights as the rights relating to life, liberty, equality and dignity of the individual guaranteed by the Constitution or embodied in the International Covenants and enforceable by courts in India.
The NHRC, India plays an active role in coordinating with other NHRIs of the world to enhance awareness from the perspective of human rights. It has also hosted delegations from UN Bodies and other National Human Rights Commissions as well as members of civil society, lawyers and political and social activists from many countries.
hat functions have been assigned to the Commission under the Act ?
The Commission shall, perform all or any of the following functions, namely:-
- Inquire, on its own initiative or on a petition presented to it by a victim or any person on his behalf, into complaint of-
i ) violation of human rights or abetment or
ii) negligence in the prevention of such violation, by a public servant;
b) intervene in any proceeding involving any allegation of violation of human rights pending before a court with the approval of such court;
c) visit, under intimation to the State Government, any jail or any other institution under the control of the State Government, where persons are detained or lodged for purposes of treatment, reformation or protection to study the living condition of the inmates and make recommendations thereon ;
d) review the safeguards by or under the Constitution or any law for the time being in force for the protection of human rights and recommend measures for their effective implementation;
e) review the factors, including acts of terrorism that inhibit the enjoyment of human rights and recommend appropriate remedial measures;
f) study treaties and other international instruments on human rights and make recommendations for their effective implementation;
g) undertake and promote research in the field of human rights;
h) spread human rights literacy among various sections of society and promote awareness of the safeguards available for the protection of these rights through publications, the media, seminars and other available means;
i) encourage the efforts of non – Governmental organizations and institutions working in the field of human rights;
j) such other functions as it may consider necessary for the promotion of human rights.

one croreth Unique Disability ID (UDID) card
The Minister of Social Justice and Empowerment (HMSJE) will be presenting Unique Disability ID (UDID) cards to seven PwDs, generated using the pioneering Indian IQ testing tool tomorrow at Conference Hall 1, DAIC, New Delhi. The Minister will also hand over the one croreth UDID to 2-year-old girl named Vanshika Nand kishore Mane, a testament to the UDI project’s far-reaching impact. The inaugural UDID was generated on January 27, 2017, in Datia, Madhya Pradesh.
The indigenous IQ testing tool is developed by the National Institute for the Empowerment of Persons with Intellectual Disabilities (NIEPID), Secunderabad and endorsed by the Directorate General of Health Services (DGHS), Government of India.Aligned with the Make in India vision of our Prime Minister Shri Narendra Modi, this tool will play a crucial role in assessing the cognitive abilities of individuals with disabilities. The Minister will dedicate this tool to the Nation, marking a significant stride towards self-reliance and inclusivity.
As of the 2011 census, India is home to 2.68 crore Persons with Disabilities (PwDs), commonly referred to as Divyangjan. In 2017, the Department of Empowerment of Persons with Disabilities (DEPwD), Government of India, initiated the Unique Disability ID (UDID)Card project, a groundbreakingendeavor aimed at providing a unique identity to Divyangjans and creating a comprehensive database for strategic welfare planning.
