addressing the occasion, the Prime Minister recalled saying that this decade belongs to India and the fact that this statement was not a political one has been affirmed by the world today. “The world believes this is India’s decade”, he said as he lauded the Republic Team’s vision for initiating a discussion on India of the next decade, as per the theme. The Prime Minister underlined that the current decade will become a medium to fulfill the resolutions of Viksit Bharat.

Stressing the importance of the present decade for independent India, the Prime Minister recalled his acclamation from the Red Fort and said, “Yahi samay hai, Sahi samay hai.” He underlined that this decade is a time for strengthening the foundations of a capable and developed India and fulfilling the wishes of the people that were once considered impossible. “This is a decade to accomplish India’s dreams through the nation’s capability”, he emphasized. He stated that before the next decade, the people will witness India becoming the third-largest economy and basic necessities like pucca homes, toilets, gas, electricity, water, internet etc will be made available for everyone. He stressed that the present decade will belong to the infrastructural development of expressways, high speed trains, and inland waterway networks and India will get its first bullet train, fully operational dedicated freight corridors, and large cities in India will get connected through NaMo or Metro Rail. “This decade will be dedicated to India’s high-speed connectivity, mobility and prosperity

Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024

The Union Cabinet chaired by Prime Minister Shri Narendra Modi approved the proposal of the Ministry of Law & Justice for introduction of the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 in Parliament.

In order to ensure that the Constitutional rights of the Scheduled Tribes in the State of Goa are safeguarded, it is imperative to enact a law to provide for enabling provisions empowering the Election Commission to make amendments in the Delimitation of Parliamentary and Assembly Constituencies Order, 2008 and readjust the seats in the Legislative Assembly of the State of Goa for the Scheduled Tribes of the State.

The salient features of the proposed Bill are as under:-

(i) It empowers the Census Commissioner to ascertain and determine the population of the Scheduled Tribes in the State of Goa after taking into account the population figures of the tribes which have been declared as the Scheduled Tribes after publication of Census 2001. The Census Commissioner shall notify varied population figures as ascertained and determined in the Gazette of India and thereafter, such population figures shall be deemed to be final figures and supersede all previously published figures for the purpose of giving proportionate representation to the Scheduled Tribes as provided in articles 332 of the Constitution;

(ii) it empowers the Election Commission to make necessary amendments in the Delimitation of Parliamentary and Assembly Constituencies Order, 2008 for the purpose of giving proper representation to the Scheduled Tribes in the Legislative Assembly of Goa by readjustment of constituencies in the Legislative Assembly;

(iii) the Election Commission shall take into consideration the revised population figures of the Scheduled Tribes and readjust the Legislative Assembly constituency having regard to the provisions of articles 170 and 332 of the Constitution and section 8 of the Delimitation Act, 2002;

(iv) for the purpose of the readjustment of Legislative Assembly constituencies, the Election Commission of India shall determine its own procedure and it will have certain powers of a civil court;

(v) it also empowers the Election Commission of India to publish in the Gazette the amendments made in the Delimitation Order and dates of its operation. The amended Delimitation Order shall not affect the constitution of the existing Legislative Assembly till dissolution;

(vi) the proposed Bill also empowers the Election Commission to make necessary correction of the errors in the said Delimitation Order

NAMASTE Scheme

The National Action for Mechanized Sanitation Ecosystem or the NAMASTE Scheme is a testament to the Government’s human-centric approach where no sanitation workers have to manually engage in the hazardous task of sewer and septic tank cleaning operations. Jointly initiated by the Ministry of Social Justice and Empowerment and the Ministry of Housing and Urban Affairs, the NAMASTE scheme will be implemented by the National Safai Karamcharis Finance and Development Corporation (NSKFDC) for a period of three years from FY 2023-24 to FY 2025-26, with a budget allocation of 349.73 crores.

The scheme has a range of entitlements for Sewer and septic tank workers or the SSWs. The SSW will be profiled through a digital application and will be provided with PPE kits, access to safety devices, occupational safety training, health insurance coverage and livelihood opportunities in the sanitation sector through subsidized sanitation-related vehicles/machinery. Through proper capacity building they will be encouraged to take up their own sanitation enterprise (sanipreneur). Over a lakh SSWs will be profiled across 4800 Urban Local Bodies in India.

The components of the scheme include:

1.  Profiling of SSWs in ULBs through digital tools (~ 1 lakh SSW to be identified).

2.  Health Insurance of SSW under PM-JAY.

3. Occupational safety training of SSWs and Sanitation Response Units for NAMASTE.

4. Capital Subsidy up to Rs. 5.00 lakh for procurement of Sanitation Related Vehicles/ Equipment.

5. Distribution of PPE to SSWs.

6. Distribution of safety devices to Emergency Response Sanitation Unit (ERSU).

7. IEC Campaign for awareness on SSW safety and dignity.

Swadesh Darshan and PRASHAD Scheme

Prime Minister, Shri Narendra Modi dedicated nine tourism infrastructure projects, spread across the country, developed under Swadesh Darshan and Pilgrimage  Rejuvenation and  Spiritual, Heritage Augmentation Drive  (PRASHAD)    schemes,  worth Rs. 469 Crore through Video Conferencing from Srinagar.

Further, 43 other projects  for  Rs. 963 Crore were also launched by him, under the Swadesh Darshan and Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD) schemes of the Ministry of Tourism. The project launch events were carried out at all the 52 destinations, simultaneously,by co-ordinated efforts of the Ministry of Tourism, State Government / UT administrations and local authorities.

The projects launched today included 3 projects under PRASHAD Scheme ( Hazratbal- Srinagar, Jogulamba- Telangana, Amarkantak-Madhya Pradesh) worth Rs 129.35 Cr. Some of the major interventions developed in the projects include Pilgrim facilitation centre, Ghat Development, Façade illumination, Sound & Light show, Parking, Queue complex, Safety & security infrastructure etc. Besides, 14 projects across Andhra Pradesh, Bihar, Goa, Himachal Pradesh, Karnataka, Madhya Pradesh, Mizoram, Puducherry, Rajasthan, Tamil Nadu and Telangana worth Rs 320.8 Cr. were also launched to further develop hitherto untouched pilgrimage and heritage sites.

 In addition to the above, with an objective of fostering growth and development of tourism destinations in a responsible and sustainable manner as Jan Bhagidari Initiatives Prime Minister has also launched 3 visionary campaigns and schemes for tourism sector-

 ‘Dekho Apna Desh People’s Choice 2024’ – a Tourist Destination Poll  was launched by  PM  to  identify  most  preferred tourist  attractions  under  5 categories. Through this Nation-wide poll, the Ministry of Tourism aims to engage with citizens to identify most preferred tourist attractions and understand tourist perceptions across 5 tourism categories – Spiritual, Cultural & Heritage, Nature & Wildlife, Adventure, and any other category. The polling portal would be available for people to exercise their choices athttps://innovateindia.mygov.in/dekho-apna-desh/It is an effort to identify attractions and destinations for development in mission mode, contributing to India’s journey towards Viksit Bharat@2047.

  Further, the Chalo India Global Diaspora Campaign to enable Indian diaspora members become Incredible India ambassadors was also launched during the event. The campaign has been launched in the spirit of Jan Bhagidari for an Atulya and Viksit Bharat and on the basis of the clarion call of the Hon’ble Prime Minister requesting the  Indian diaspora members to encourage 5 non-Indian friends to travel to India every year. The Ministry of Tourism has formulated Challenge Based Destination Development (CBDD) with the objectives to develop sustainable and responsible destinations providing end-to-end experience. The Scheme intends to develop destinations through competition, convergence and strategic alignment with India’s tourism priorities. The Ministry of Tourism has selected 42 destinations under various tourism themes across 25 States/UTs for development under the scheme, which was announced by PM today.

The Ministry of Tourism launched ‘Swadesh Darshan’ Scheme in 2014-15 and provided financial assistance to the State Governments/ UT Administration/Central Agencies for development of tourism infrastructure in the country. The brief objective of the scheme was to position tourism as a major engine of economic growth and job creation following community-based development and pro-poor tourism approach. Since the inception of scheme, 76 Projects have been sanctioned by the Ministry across 31 States/Union territories with a total capital outlay of ₹ 5294.1 Crore. Under the scheme, 6 projects in the States of Bihar, Meghalaya and Rajasthan amounting to ₹ 339.59 Crores were inaugurated by Hon’ble Prime Minister of India today.

Additionally, the Ministry of Tourism has revamped its Swadesh Darshan scheme in the form of Swadesh Darshan 2.0 with the mission to create a robust framework for integrated development of tourism destinations in partnership with the States/ UTs and local governments for promoting sustainable and responsible tourism in the country. The Ministry have notified 57 destinations from 32 States and Union Territories for development under Swadesh Darshan 2.0 scheme.  Under the Swadesh Darshan 2.0 Scheme, the Ministry has sanctioned 29 tourist experiences in 17 States/UTs amounting to ₹ 644.44 Crore till date.

National Creators Award 

The National Creators Award is an effort to recognize excellence and impact across domains, including storytelling, social change advocacy, environmental sustainability, education, gaming, among others. The award is envisioned as a launchpad for using creativity to drive positive change.

The National Creator Award has witnessed exemplary public engagement. In the first round, more than 1.5 lakh nominations across 20 different categories were received. Subsequently, in the voting round, about 10 lakh votes were cast for digital creators in various award categories. Following this, 23 winners, including three international creators, were decided. This overwhelming public engagement is testimony that the award truly reflects the people’s choice.

Uttar Poorva Transformative Industrialization Scheme, 2024

The Union Cabinet chaired by Prime Minister Shri Narendra Modi approved the proposal of the Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade for Uttar Poorva Transformative Industrialization Scheme, 2024 (UNNATI – 2024) for a period of 10 years from the date of notification along with 8 years for committed liabilities at a total cost of Rs.10,037 crore.

 The following incentives would be available under the scheme to investors for setting up new units or undertaking significant expansion of the existing units.

Targets:

The proposed scheme envisages approximately 2180 applications, and it is anticipated that direct employment opportunities of about 83,000 will be generated during the scheme period. A significant number of indirect employment is also expected to be generated.

Salient features of the scheme:

i.     Scheme period: The scheme will be effective from the date of Notification and up to 31.03.2034 along with 8 years of committed liabilities.

ii.    Application period for registration: Industrial unit will be allowed to apply for registration from the date of notification up to 31.03.2026

iii.  Grant of registration: All applications for registration shall have to be disposed of by 31.03.2027

iv.  Commencement of Production or operation: All eligible Industrial Units to commence their production or operation within 4 years from the grant of registration.

v.    Districts are categorized in two zones: Zone A (Industrially Advanced Districts) & Zone B (Industrially Backward Districts)

vi.  Earmarking of funds: 60% of the outlay of Part A has been earmarked to 8 NE states and 40% on First-In-First-Out (FIFO) basis.

vii. For Micro industries (defined as per MSME industry norms), the P&M calculation will include the building construction and P&M costs for Capital Investment Incentive.

viii. All new Industrial units and Expanding units would be eligible for the respective incentives.

 Government of India has formulated New Industrial Development Scheme, UNNATI (Uttar Poorva Transformative Industrialization Scheme), 2024 as a Central Sector Scheme for the development of Industries and generation of employment in the states of North East Region. The scheme’s main objective is to generate gainful employment, which will lead to the area’s overall socio-economic development.  It will create productive economic activity in the manufacturing and service sectors.

Minimum Support Price  for Raw Jute

The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi, has given its approval for the Minimum Support Prices (MSP) for Raw Jute for 2024-25 season.

The MSP of Raw Jute (TDN-3 equivalent to earlier TD-5 grade) has been fixed at Rs.5,335/- per quintal for 2024-25 season.  This would ensure a return of 64.8 percent over the all India weighted average cost of production. The announced MSP of raw jute for 2024-25 season is in line with the principle of fixing the MSP at a level of at least 1.5 times all India weighted average cost of production as announced by the Government in the Budget  2018-19.

The decision is based on recommendations of the Commission for Agricultural Costs and Prices (CACP). 

The MSP for 2024-25 season is an increase of Rs.285/-per quintal for Raw Jute over the previous season. In the last 10 years, the Government has increased MSP for Raw jute from Rs.2,400 per quintal in 2014-15 to Rs.5,335/- per quintal in 2024-25, registering a growth of 122 percent.

In the current season 2023-24, the Government has procured a record amount of more than 6.24 lakh bales of Raw Jute, at the Cost of Rs.524.32 crore, benefitting around 1.65 lakh farmers.

The Jute Corporation of India (JCI) will continue as Central Government Nodal Agency to undertake Price Support Operations and the losses incurred, if any, in such operations, will be fully reimbursed by the Central Government

Ambitious IndiaAI Mission to Strengthen the AI Innovation Ecosystem

In furtherance to the vision of Making AI in India and Making AI Work for India, the Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the comprehensive national-level IndiaAI mission with a budget outlay of Rs.10,371.92 crore.

 The IndiaAI mission will establish a comprehensive ecosystem catalyzing AI innovation through strategic programs and partnerships across the public and private sectors. By democratizing computing access, improving data quality, developing indigenous AI capabilities, attracting top AI talent, enabling industry collaboration, providing startup risk capital, ensuring socially impactful AI projects and bolstering ethical AI, it will drive responsible, inclusive growth of India’s AI ecosystem.

 The Mission will be implemented by ‘IndiaAI’ Independent Business Division (IBD) under Digital India Corporation (DIC) and has the following components:

1.    IndiaAI Compute Capacity: The IndiaAI compute pillar will build a high-end scalable AI computing ecosystem to cater to the increasing demands from India’s rapidly expanding AI start-ups and research ecosystem. The ecosystem will comprise AI compute infrastructure of 10,000 or more Graphics Processing Units (GPUs), built through public-private partnership. Further, an AI marketplace will be designed to offer AI as a service and pre-trained models to AI innovators. It will act as a one-stop solution for resources critical for AI innovation.

2.    IndiaAI Innovation Centre: The IndiaAI Innovation Centre will undertake the development and deployment of indigenous Large Multimodal Models (LMMs) and domain-specific foundational models in critical sectors. 

3.    IndiaAI Datasets Platform – The IndiaAI Datasets Platform will streamline access to quality non-personal datasets for AI Innovation. A unified data platform will be developed to provide a one-stop solution for seamless access to non-personal datasets to Indian Startups and Researchers.

4.    IndiaAI Application Development Initiative – The IndiaAI Application Development Initiative will promote the AI applications in critical sectors for the problem statements sourced from Central Ministries, State Departments, and other institutions. The initiative will focus on developing/scaling/promoting adoption of impactful AI solutions with potential for catalyzing large scale socio-economic transformation.

5.    IndiaAI FutureSkills – IndiaAI FutureSkills is conceptualized to mitigate barriers to entry into AI programs and will increase AI courses in undergraduate, masters-level, and Ph.D. programs. Further, Data and AI Labs will be set-up in Tier 2 and Tier 3 cities across India to impart foundational level courses.

6.    IndiaAI Startup Financing: The IndiaAI Startup Financing pillar is conceptualized to support and accelerate deep-tech AI startups and provide them streamlined access to funding to enable futuristic AI Projects.

7.    Safe & Trusted AI – Recognizing the need for adequate guardrails to advance the responsible development, deployment, and adoption of AI, the Safe & Trusted AI pillar will enable the implementation of Responsible AI projects including the development of indigenous tools and frameworks, self-assessment checklists for innovators, and other guidelines and governance frameworks.
